Four things that make a first reply useful
An email containing the following is usually enough to assess whether the work is a good fit and to respond with substance rather than with further questions.
Project context
The organisation, the process the software relates to, what exists today, and which systems are already in place.
Objectives
What the software should make possible, and how you would judge whether the result works.
Scope
The functionality you have in mind, the groups of users involved, and any integrations or constraints that apply.
Expected timeline
When you would like to start, and any fixed dates the project has to accommodate.
Supporting material such as existing documentation, screenshots or a description of the current system can be attached. Confidential details are best kept out of a first message until an arrangement is in place.
